What is DPSA Circular 34 of 2025?

  • The Department of Public Service and Administration (DPSA) regularly publishes vacancy circulars (also called Public Service Vacancy Circulars) that list vacant posts/jobs in various government departments across South Africa.
  • Circular 34 of 2025 is one of these, listing many new government job opportunities in both national and provincial departments.

Key Features / Requirements

Here are the main rules, requirements, and details included in the Circular:

  1. Application Form & Details
    • Applicants must use Form Z83 (new version, effective from 1 January 2021).
    • The Z83 asks for full particulars: training, qualifications, competencies, knowledge, experience. A CV is also required (in many cases).
    • Applicants must quote the reference number of the job/vacancy they are applying for.
  2. Closing Dates & Submission
    • Applications must reach the relevant department on or before the closing date specified. Late or incomplete applications are generally not considered.
    • Attachments (e.g. application form + CV) must be submitted as required. Some posts require documents in PDF, signed, initialled etc.
  3. Selection, Assessments and Pre-entry Requirements
    • Departments follow a personnel suitability check, which may include criminal record checks, citizenship/perm record, credit record, and verification of qualifications.
    • For Senior Management Service (SMS) level positions, there is an additional pre-entry certificate required, obtained via the National School of Government.
    • SMS applicants are usually also assessed via practical assessment, integrity/ethical conduct assessment, and managerial competency assessment, using tools mandated by DPSA.
  4. Equity & Representativity
    • A strong emphasis is placed on representativeness in hiring: that race, gender, and disability must be taken into account, with preferences given to candidates whose appointment would further employment equity in the department.
    • Affirmative action measures under Employment Equity Act Sections 15 and 20 must be observed.
  5. Other Important Conditions
    • The DPSA is not responsible for the content of every job advert; departments themselves must be contacted for queries about advertised posts.
    • False credentials or fraudulent qualifications can result in applications being disqualified, and may be reported for formal action.

If you are planning to apply via DPSA Circular 34 of 2025, here’s what you should be especially aware of:

  • Make sure your Z83 form is the new version (post-2021), correctly filled, signed, initialled.
  • Your CV and documentation must clearly show your qualifications, experience, and competencies. Be honest.
